Humanability is undertaking a detailed review of the skills, knowledge, and training needs of the early childhood education and care (ECEC) workforce. Proposed changes to the Certificate III and Diploma qualifications are now ready for consultation with the sector, representing a significant opportunity to strengthen the foundation on which our workforce is built.
At Gowrie, we are very supportive of the proposed changes. We teach both qualifications and are committed to ensuring our new students are job-ready as they complete their Certificate III, and that Diploma students are supported to take that next important step in their career.
What’s Being Proposed?
The review introduces new units of competency and a shift toward outcome-based assessment standards. The changes have been driven by the following considerations:
- More focus on child development knowledge and its application in practice
- Coverage of play pedagogy including nature play, creative arts, language and literature, and STEM
- Closer alignment with sector benchmarks including the National Quality Standard (NQS) and the Early Years Learning Framework (EYLF)
- Less reliance on services to assess learners
- Better integration of First Nations histories, knowledges, perspectives and cultures
- Inclusion around disability, developmental delay and autism
- Contemporary trauma-informed approaches
- Child safety and harm prevention knowledge
- Greater accessibility for all learners
- Better representation of cultural and social diversity
- A place-based and sustainability ethos

Consultation workshops have commenced across Australia, with sessions being held both online and in person throughout May. Humanability is seeking to understand current challenges, gaps, opportunities and potential solutions to ensure ECEC qualifications remain fit for purpose.
